In my book I explain the following facts concerning Miami Gardens Police Officer Roland Clarke:

1) I personally knew him between 2010 and May 2014 when he was a security officer at Dade Correctional Institution.

2) For a six-month period I witnessed Roland Clarke use a shower that reached temperatures in excess of 160 degrees as a torturing device to punish mentally-disabled inmates. Darren Rainey was the fifth mentally-disabled inmate that Roland Clarke placed in the hot water shower.

3) I witnessed the June 23^rd, 2012, murder of Darren Rainey.

4) During the years that I knew Roland Clarke, I also witnessed him physically abuse inmates, poison their food with foreign substances such as medicines, laxatives, urine and feces; and lie to his supervisors concerning his misconduct and the misconduct of other staff who worked with him.

In my book I also provide substantial facts showing that Roland Clarke murdered Darren Rainey.

Finally my book explains that covert recordings were obtained of Roland Clarke in 2013 and 2014 admitting to using the hot water shower as a torturing-device to punish mentally-disabled inmates and to murdering Darren Rainey.

The citizens of Miami Gardens have a right to expect that the law-enforcement officers, who are payed tax-payer’s money to protect them, not be murders with a history of violating the civil rights of people under his authority.

Polygraph test and voice-stress test are admissible in administrative proceedings.

As mayor of Miami Gardens you have the authority to direct that officer Roland Clarke receive a polygraph test or voice-stress test about murdering Darren Rainey, his history of using a shower that reached temperatures in excess of 160 degrees to punish mentally-disabled inmates, and his history of violating the civil-rights of individuals. Will you please direct that officer Roland Clarke receive a polygraph test or voice-stress test about these matters?

I am writing to you from Great Britain to express my deep concern over the fact that Roland Clarke is working for Miami Gardens Police Department –

For some years I have been working on the case of Darren Rainey – the mentally-disturbed 50 year-old black Muslim man who died under torture at Dade CI on 23rd June 2012 – Mr Rainey was steamed to death in a specially adapted shower which reached temperatures of over 160 degrees Fahrenheit –

I have been in regular contact with Harold Hempstead – the primary witness to the killing of Darren Rainey and have learned a great deal about the circumstances of the case –

As you are probably aware – State Attorney Katherine Fernandez Rundle closed the case on 17th March 2017 – finding no wrong-doing and bringing no prosecutions or other disciplinary action against the perpetrators – I am aware of the official verdict and exactly how the case was handled –

The following matters are now public knowledge:

Harold Hempstead has audio recordings of Roland Clarke admitting to using the adapted shower to punish mentally-disabled prisoners at Dade CI Transitional Care Unit –

The recordings also feature Roland Clarke admitting that he killed Darren Rainey –

The video evidence submitted by Attorney Rundle was fraudulent and an attempt to pervert the course of justice through perjury – As explained on his blog-site– Hempstead describes how the time and ID stamps on the video are from a different wing of the prison – NOT wing J-3 where the torture and killing actually occurred –

I suggest that Ms Rundle be removed from office and prosecuted for the crime of deliberately misleading a jury with irrelevant evidence –

Even though he has yet to be charged with any offence over the torture of at least five mental patients and the killing of Darren Rainey – I suggest that Roland Clarke is a huge discredit to the reputation not only of the police but also to the city of Miami Gardens – After killing Darren Rainey – Clarke actually boasted that he-d got away with it and that Harold Hempstead was his “co-defendant” – as at the time he believed that Hempstead was gong to cooperate with him and help cover up the crime – In fact the opposite happened and Harold Hempstead has since dedicated his life to bringing justice to the case of Darren Rainey – One of his suggestions in pursuit of this justice is that Roland Clarke should be given a polygraph or voice-stress test and questioned over his part in the death of Darren Rainey and the torturing of several other men in the super-heated steam-chamber –

I am asking you sincerely to do just this and interview Roland Clarke on the above matters – I believe – in view of the irrefutable evidence that Harold Hempstead has which proves beyond any doubt that the torture and killing of Darren Rainey was crudely covered up in an outrageous miscarriage of justice – I believe that there will eventually be a re-trial and this time justice will be served – It would do credit to the authorities of Miami Gardens if they were to take a proactive stance and interview Roland Clarke and establish the truth about the events of 23rd June 2012 –

To quote from a recent letter from Harold Hempstead: “In other words – a killer who is responsible for torturing mentally disabled inmates is employed for the Miami Gardens Police Department”

I am sure it is in the public interest to investigate Roland Clarke – and follow this up by taking appropriate action – Does Miami Gardens really want to be associated with a man like Roland Clarke~

As part of his campaign for justice for Darren Rainey – who died a terrible death – Harold Hempstead has just published a book: “DEPARTMENT OF CORRUPTION – Darren Rainey – The Untold Story” which is essentially 400 pages of extremely detailed information on every aspect of the case – He has written several other books on this and related subjects which are all due for publication imminently – He is also a qualified Para-Legal and a Minister of the Church and has been trained by the police in evidence-collection since the age of 13-

(1) Harold Hempstead authored a book entitled “Used And Abused By The St Petersburg Police Department – My Life As A Juvenile Confidential Informant.” His book can be located at Crusader books or Lulu Publishing.

(2) In Hempstead’s book he writes about the St Petersburg Police Department having a history of using children under the age of 17 as confidential informants. His book also explains in detail how the St.Petersburg Police Department recruited a 13 year old to do confidential informant work. The police department assigned that juvenile confidential informant number 882.

(3) For decades, juveniles across our nation have been being killed as a result of their work as confidential informants.

In 1998 17 year old Chad McDonald was killed in California as a result of his confidential informant work. His 16 year old girlfriend was also kidnapped, held hostage and tortured for several days. During that time period she was also raped and shot in the face.

Cecil Calloway was 16 years old when he was beaten and murdered in 1982 as a result of his confidential informant work in Roanoke, Virginia.

Gregory “Sky” Erickson was from Estherville, Iowa. About a week after his first act as an informant he was found beaten and shot in the head in an abandoned farm house. His body was also set on fire by his killers. I believe he was 15 years old when he was killed as a result of his confidential informant work.

Brenda Paz was 16 years old when she was killed in Virginia as a result of her confidential informant work involving the Latin gang Mara Salvatrucha (MS-13).

Every child that the St Petersburg Police Department uses as a confidential informant, they place in a position to possibly be killed.

(4) The following documents which can be located on the internet show that Professors and a large quantity of people across our nation agree that law enforcement place the lives of children in danger when they use them as confidential informants. Additionally, the following documents show that law enforcement commit child abuse when they use children as confidential informants:

(6) On January 22, 2019 I mailed a Sworn Affidavit to the Florida Department of Law Enforcement Criminal Justice Standards and Training Commission requesting that they investigate the St.Petersburg Police Department abusing children and placing their lives in danger by using them as confidential informants. I also mailed an Internal Affairs Complaint to the St Petersburg Police Department Internal Affairs Unit requesting that they investigate the matters explained in this complaint and take appropriate action against any police officers or detectives that have been using children as confidential informants. Finally I mailed St.Petersbrug, Florida Mayor Rick Kriseman a letter asking him to take appropriate action to stop St.Petersburg Police Officers and Detectives from using children as confidential informants. I also asked him to request that the DOJ and FBI investigate the pattern and practice of the St.Petersburg Police Department abusing children and placing their lives in danger by using them as confidential informants.

WILL YOU PLEASE ASK MIAMI GARDENS FLORIDA MAYOR RODNEY HARRIS TO DIRECT THAT OFFICER JACKSON BE POLYGRAPH OR VOICE-STRESS TESTED?

Miami Gardens Police Officer Jackson was dating, engaged to and married to Roland Clarke when they both worked at Dade Correctional Institution. Prior to Officer Jackson going to work for the Miami Gardens Police Department (MGPD), Officer Roland Clarke told Officer Jackson about how he used to use a shower that reached temperatures in excess of 160 degrees Fahrenheit to punish mentally disabled inmates; that he placed Darren Rainey in said shower as punishment; and that Rainey died in said shower. Officer Jackson worked with Officer Roland Clarke in the same Dade Correctional Institution Transitional Care Unit where the hot-water shower was located; where Officer Roland Clarke was using the hot-water shower to punish mentally-disabled inmates and where Darren Rainey died.

I believe the citizens of Miami Gardens have a right to know if Officer Roland Clarke admitted to Officer Jackson to killing Darren Rainey and torturing mentally-disabled inmates.

For this reason I’m asking everyone who reads this blog to send an email to Miami Gardens, Florida Mayor Rodney Harris and ask him to have the MGPD polygraph or voice stress test Officer Jackson about what Officer Roland Clarke told her about the Darren Rainey murder and Clarke’s torturing of mentally-disabled inmates

I authored a book entitled “USED AND ABUSED BY THE ST PETERSBURG POLICE DEPARTMENT – My Life As A Juvenile Confidential Informant” which can be located at Crusader Books. In this book and in blogs and documents that are on this blog, I’ve explained how the St Petersburg Police Department abuses children and places their lives in danger by using them as confidential informants.
